The 42nd General Committee’s Report (2010-2011)Paul W. K. SO, President Hong Kong Watch Manufacturers Association was established in 1968. I am greatly honored to serve as the 42nd President of the Association. During my term of office last year, I have been working with other directors to tend to the affairs of the Association and to serve Association members engaged in the watch and clock industry. The situation of running business has improved gradually since early 2011. This year, we have organized the project of Members’ Exchange Seminar to enhance the liaison among each other and take the initiative to motivate our members to make use of the electronic platform to exchange the latest information. Despite the impact of economic crisis and the Japanese earthquake with tsunami, I hereby thank all honorary presidents and directors for their support during my term of office, so as to bring the teamwork spirit into full play and to overcome difficulties with unfailing enthusiasm toward our objective of promoting the sustained development of the Hong Kong watch and clock industry. The Board of Directors was elected successfully in our 42nd Annual General Meeting held on 18 June of last year, with the participation of our members and guests. More than that, we are happy to have the “second generation” members adding further impetus to our Board of Directors and some new forces to the watch and clock industry. We adhere to the objectives of the Association: to unite our members, consolidate the power of Association, bring our teamwork spirit into full play, with the Board of Directors collaborating to serve our members and strive for reasonable interests. Our mission is to set up the goals of serving members, encourage members to make use of information technology to get abreast of the times for appropriate application to the enterprise operation. Goals: - To promote the brand development and the expansion of market. - To carry on with members’ development, recreation and welfare. - To enhance the awareness of environmental protection and continuing education. - To promote the use of information technology and network platform to members and provide the latest information of the industry. In September 2010, we held the inauguration ceremony of the 42nd Board of Directors at Hong Kong Convention and Exhibition Centre. We had the honor to invite Professor the Honourable K.C. Chan, SBS, JP, Secretary for Financial Services and the Treasury of the HKSAR Government to attend the ceremony. The inauguration of the Board of Directors was graced with the presence of numerous guests, friends and eminent businessmen. Last year, all trades and professions including the watch and clock industry recovered from the stagnant global economy. The considerable consumption power accumulated in 2009 was reflected in the market conditions and export figures. In 2010, the total values of watch and clock exports exceeded 57.6 billion, representing an increase of 31.7% compared to 2009. It shows the gradual economic improvement. On the whole, all export markets have shown signs of upward adjustment including the markets of United States and Europe etc. Despite the rising figures, it is believed to be the result of the purchasing power accumulated by the consumers. It still takes time to recover in terms of long-term improvement, which is worth paying attention to China and certain emerging markets such as India, South America and South Africa etc. 2010 has been the year of prudence. In spite of some uncertain factors, the appreciation of Renminbi and the implementation of the minimum wage rate have brought about greater costing pressure in the industry. We must always be on the alert and go in line with the changing trend. It is necessary for us to place emphasis on the products by developing new products, adding value to existing products, developing brand names, expanding overseas markets and China market, and launching domestic sales in order to seek opportunities. Members’ Exchange Seminars are held regularly to connect our members and fellow traders and listen to their aspirations The tsunami and earthquake in Japan this March has incurred the problem of shortage of supply chain. We issued the Member Circular immediately, followed up and understood the local situation over there. We also sent letters to two movement factories to extend our consolation and enquire about the status of their production and supply. On May 11, our representatives took part in the meeting arranged by the Trade and Industry Department for all industries to understand the impact of 311 on the industries. The representatives came from various commercial associations including toys, electronics, watch and clock etc. It was hoped to reflect the situation confronted by the industries to the government through the meeting to arouse concerns and assistance. During the period from March 11 to April 30, the supply has once been in the state of uncertainty. As advised by the manufacturers, it was likely that the volume of output would be on the rise again in May and would possibly resume normal in June. We will continue to pay attention to the situation and follow up the case. In our opinion, since the global economy began to get back on track early last year, enterprises of all industries have recovered gradually. Many manufacturers reflected the signs of having better business. The buyers have regained their confidence in the market. They no longer waited and saw, but turned proactive to place orders. Besides, the unemployment rate has dropped etc. All these have increased the confidence of the industries. In addition, the huge China market has provided good opportunities. However, as the global economy changed after the international financial crisis, the policies and economy developed rapidly in China, and the manufacturing sector underwent changes, I think that the important issues are the transformation of enterprises to adapt themselves to the changes, the adjustment of the enterprise strategies, and the introspection over the direction of long-term development to maintain the competitiveness of the manufacturing sector. Furthermore, we keep in touch with the Liaison Office of the Central People’s Government in Hong Kong Special Administrative Region, Trade and Industry Development, Hong Kong Trade Development Council, Hong Kong Productivity Council, Education Bureau, and various major commercial associations to reflect the opinions of the industry and seek benefits for members. In the aspect of promoting education and training talents, we sent representatives to take part in the “Qualifications Framework” and the “Skills Upgrading Scheme” organized by the Education Bureau. We promoted members to consider the employment of the graduates and the summer vacation student workers having received training from the Vocational Training Council to pay the way of recruiting new personnel for the industry. We push ahead with the large scale watch and clock exhibitions such as the “Hong Kong Watch and Clock Fair” and the “Hong Kong International Jewellery Show – Watch & Clock Pavilion” etc. to keep on exploring opportunities for members. Last year, the number of exhibitors of “Brand Name Gallery” kept rising, which reflected the trend of the brand development. In 2009 and May 2011, we took part respectively in the international conference on watch and clock standardization convened in Shenzhen, China and Berlin, Germany for exchange purpose. We have established various divisions as stipulated to make persistent preparation for participating in the Committee Conference. Starting from May 2009, we and the Federation of Hong Kong Watch Trades and Industries took part as an observing committee member in the Technology Committee of International Organization for Standardization (ISO/TC114) coordinated by Hong Kong Watch and Clock Technology Centre of Hong Kong Productivity Council and assisted by Innovation and Technology Commission. We granted the acceptance from Switzerland and other major participating nations and supported by China Horologe Association, to take place the aforesaid constructive conference. We are greatly concerned with the development of the industry. This year, we have applied to the SME Development Fund of the Hong Kong Government for funding in support of implementing the project of “The Development and Innovation of the Hong Kong Watch and Clock Industry”, which compiled the history, trend of development and innovation of the Hong Kong watch and clock industry and sharing content into brochure. Meanwhile, in compliance with the application of electronic technology, we proactive motivate members to make us of the electronic platform – “Watch and Clock World” – to help to promote business. To go in line with giving an impetus to upgrade and transformation, we assisted in promoting members to participate in the “Seminar on Mainland Domestic Sales Strategy for the Transformation of Hong Kong Enterprises” organized by the Hong Kong Economic and Trade Office in Guangdong of the HKSAR which was held in May 2011. Moreover, we promoted members to participate respectively in the “Seminar on Powder Injection Molding Technology and the Latest Development” and the “Sharing Session for Automatic Processing Cases of the Watch and Clock Industry and Spectacles Industry” held in March. We together with the Federation of Hong Kong Watch Trades and Industries and the Hong Kong Productivity Council made preparation and organized the “Training Course on Advanced Technologies in Haute Horologer of Manufacturing, Processing, and Chronometer Quality Control for Watch in Switzerland”, which was held in the end of May, so as to share the experience with the fellow traders, introduce and understand the latest technology. The watch and clock industry is one of the five major industries in Hong Kong. This traditional industry has remained the second largest worldwide in terms of exports. By means of the inherent enterprise spirit of perseverance and advantages, the industry has managed to remain proactive when confronting changes, centralize the resources, resort to mechanical production, add value to existing products, develop brand names and domestic sales, and expand China market in order to carry on with the business development. The traditional OEM manufacturing cannot be neglected as well. In the first half of 2011, the watch and clock export figures have kept on rising. Members must be attentive at all times to comply with the development trend of transformation, readjust strategies, emphasize the aspect of simplifying human resources, adding value to existing products and innovative development, take the initiative to look for new markets in China and overseas so as to carry on with the watch and clock business and continue to develop the watch and clock industry in Hong Kong. Number of Members Hong Kong Watch Manufacturers Foundation Limited Keep in Touch with the Liaison Office of the Central People’s Government in HKSAR and Departments of HKSAR and Care for the Development of the Industry Promote the Watch and Clock Development Project The Scheme of “Development and Innovation of the Hong Kong Watch and Clock Industry” Pushing ahead with the Exhibition Affairs Hong Kong Watch and Clock Fair “Watch and Clock Pavilion” of 2011 Hong Kong International Jewellery Show Organized by the Hong Kong Trade Development Council and co-organized by our Association and the Federation of Hong Kong Watch Trades and Industries, the 7th “Watch and Clock Pavilion” of 2011 Hong Kong International Jewellery Show was held from 4 to 8 March 2011 at the Hong Kong Convention and Exhibition Centre is believed to be capable of providing the industry with another exhibition platform for the watch and clock industry to explore new opportunities. The exhibition mainly attracted the buyers of jewelry watches and brand watches. We continue to appoint our Directors Alan S.L. Cheung and Alex Y.S. Chow as our representatives for joining the 2011 organizing committee to take part in the preparation work. “BaselWorld” was held from 24 to 31 March 2011 for eight days. It was the grand event for the world watch and clock industry and the jewelry industry and “Hong Kong Hall” was located at No. 6 Exhibition Zone. The show having a well-established history attracted the watch and clock exhibitors and the jewelry exhibitors worldwide to take part in the exhibition. The show will be held on 8-15 March next year. We have taken part in the SME “Mentorship Programme” organized by Trade and Industry Department, the Government of the Hong Kong Special Administrative Region for years. For the year of 2010/2011, we have continued to support the programme. Hong Kong enterprises consist mainly of the small and medium enterprises. By means of matching interview, the programme provides guidelines for running business and advisory services to help the development of the small and medium enterprises. Keeping contacts with Major Local and Overseas Watch and Clock Trade Associations China Horology Federation consists of four organizations of the watch and clock industry in China, Hong Kong and Taiwan including China Horologe Association, Taiwan Watch and Clock Industrial Association, the Federation of Hong Kong Watch Trades and Industries and Hong Kong Watch Manufacturers Association. Its purpose is to strengthen the exchange of information about the watch and clock development situation among the three places, so as to help to upgrade the standard and status of the watch and clock industry and promote the overall development of the watch and clock industry. The 10th Conference and the Handover Ceremony of the 11th Executive President were held successfully in July 2010. Mr. Paul So, President, took over the post of Executive President on behalf of our Association. On 1 July 2010, the representatives of our Board of Directors attended the “21st China Watch and Clock Fair” held at Shenzhen Convention and Exhibition Center and were invited to attend the concurrent welcome cocktail party and the 8th “China Watch and Clock Summit” to exchange the latest conditions of the watch and clock products in the two places. On 17 September 2010, Representatives of the Board of Directors attended the 81st Anniversary Dinner of “Singapore Watch and Clock Trade Association” to meet the representatives of overseas watch and clock industry and important officials for mutual exchange and promotion of the liaison with the watch and clock commercial associations in various places. We formed a delegation to participate in the “18th Asian Horological Trade and Industry Promotion Conference” prepared and organized by Taiwan Watch and Clock Industrial Association. The seminar was convened in Taichung from 13 to 15 November 2010 with the theme of “In Time with Technology, Redefining Chronometry”. We took the opportunity to have mutual exchange with the elites of the watch and clock industry in various places. On 20 August 20 2010, the delegation of the Board of Directors attended the 56th Anniversary Evening Show of The Kuala Lumpur & Selangor Watch Trade Association to congratulate its anniversary and meet the local fellow traders and commercial associations to promote exchange among fellow traders. The evening show with a wonderful was in joyful atmosphere. The guests enjoyed chatting with each other. More than 50 industrial and commercial associations organized the “Spring Dinner for Hong Kong Industrial and Commercial Sectors”. We are one of the participating organizations. More than 100 tables were arranged for the gathering held on 28 February 2011 with great success under the slogan of “Welcome New Year and Enjoy Affluence As Happy as the Brilliant Rabbit Displaying Great Talents”. Friends from the industrial and commercial circles gathered together while elites met to wish prosperity for Hong Kong and the industrial and commercial circles. We took part in the “Joint Conference of Commercial Associations”. Our representatives attended various meetings and seminars. Our Associations together with various commercial associations was concerned about the operation problems facing the industry and the various policies implemented by the government. After joint discussion, we reflected our viewpoints to the government in an appropriate manner with the hope to strive for reasonable interests. The participating commercial associations included those for the major manufacturing industries such as watch and clock, jewellery, machinery, metals, electronics, spectacles and plastics. We keep in touch with the Federation of Hong Kong Industries and are very concerned with the development status of Pearl River Delta, particularly the situation of the upgrade and transformation of enterprises. We release the latest information to members and our representatives took part in the 9th “Joint Evening Show of Industrial and Commercial Sectors in Hong Kong and Pearl River Delta” held in Zuhai on 3 December last year. We met the representatives from Pearl River Delta and the industrial sector to exchange ideas. During the period, the “Seminar on New Opportunities for Investment in Zuhai and the Upgrade and Transformation of Enterprises” was held. By means of sharing the cases of upgrade and transformation, the enterprises are able to understand the feasible way to upgrade and transform in product development. We maintain liaison with The Chinese Manufacturers’ Association of Hong Kong and is concerned with the future development situation of the manufacturers. We provide information on industry, trade, training and business promotion. During the period, we carried out various seminars and activities to let the fellow traders understand the relevant information in order to make proper preparation. We are a member of the “Hong Kong Brands Protection Alliance” with the purpose of protecting the products of the industrial and commercial sector in Hong Kong from copyright infringement and piracy and make contribution to strive for reasonable interests for the industry. Our representatives take part in the regular meeting of the Alliance to discuss the relevant issues. The “Rapid Action Plan” by the “Alliance” in cooperation with the “Hong Kong Customs and Excise Department” seeks to be stationed at the exhibition site as the platform to assist all members in liaising with the “Hong Kong Customs and Excise Department” to substantiate the justice of safeguarding the industry. We are a member of the “Hong Kong Green Manufacturing Alliance” (hereinafter referred to as Alliance) of The Federation of Hong Kong Industries. Our representatives participate in the meeting regularly to exchange the information on environmental protection with the representatives of the industry and understand the latest development situation. We also continue to promote the awareness of environmental protection and reinforce the recognition of environmental protection in the industry. Actively Promoting Training, and Support Lifelong Learning “Qualifications Framework” and “Skills Upgrading Scheme” We have persistently supported, participated in and implemented the scheme for years with the purpose of upgrading the skills of the personnel in the industry, reinforcing the learning awareness of those on the job, so as to upgrade their employment capability and competitiveness in the labor market. Our representatives take part in the meeting regularly and assist in releasing the latest watch and clock courses implemented under the “Watch and Clock Skills Upgrading Scheme” for members and those on the job to enroll. The 2010 scheme of “Honorary Fellow”, “Progression of Fellowship” and “Associate Fellow” organized by The Professional Validation Council of Hong Kong Industries has been launched for years. It is organized every two years. We have long supported the scheme. Over these years, we have motivated many members and fellow traders to take part in it. Through the relevant scheme, the professional status of the personnel in the industry can be commended and confirmed, which helps to motivate the industry to support the continuing study and strengthen the talents and standards of Hong Kong industries. Promoting Trainings. We have long supported and pushed ahead with the training of talents. Our representatives take part in the “Hong Kong Watch and Clock Human Resources Development Committee” and have regular meetings with the representatives of the Federation of Hong Kong Watch Trades and Industries Limited and the representatives of the Lee Wai Lee Campus of the Hong Kong Institute of Vocational Education, to explore the feasible courses and development projects helpful to the development of the watch and clock industry and such like. We take the initiative to push ahead with the development of human resources and the training of the next generation personnel for the industry and promote members to consider the employment of the students for the “Higher Diploma in Horological Science and Technology” of the Lee Wai Lee Campus of the Hong Kong Institute of Vocational Education, the fresh graduates of the Vocational Training Council and the Hong Kong Design Institute or the internship for them during their summer vacation to assist in the training of new blood for the industry. By means of participating in the scheme, members can provide internship for the students to learn the relevant skills and obtain experience. Members’ Activities: Gathering, Dinner Banquet, Seminar and Delegation On 4 December 2010, we formed a delegation to take part in the annual “Guangdong Hong Kong Watch and Clock Seminar”, which was jointly organized by our Association, Guangdong Province Horologe Association and Shenzhen Watch and Clock Association. The 19th seminar was prepared and organized by our Association, which was held in Shipai Town, Dongguan. On that day, the format of interactive thematic discussion was adopted for the first time on the topic – “Exploration of the Trend of Enterprise Upgrade and Transformation”, which was well received by the Members. It provides a platform for direct exchange between the industry in Hong Kong and Guangdong. “The Forum on Hong Kong Manufacturing SMEs Preparing for the Future” organized by the Federation of Hong Kong Industries was held on 8 November 2010. We have recommended members to participate in the forum. Through this forum, the Federation of Hong Kong Industries released its study report on “Hong Kong Manufacturing SMEs Preparing for the Future” and explored the future direction of Hong Kong industries. The annual “Spring Dinner” was held on 25 February 2011. We took this opportunity to have members together with guests in the industry enjoyed the banquet. In recent years, we have held the banquet with live band, singing performance and lucky draw in Dongguan to welcome Spring. During the seminar on “Powder Injection Molding Technology” held in March 2011, the representatives of the Hong Kong Productivity Council explained the relevant technology, operation details and achievements of the technical research project to the members in the industry. Members were offered discount for participation to understand the technology and the application of materials. The “Seminar on Mainland Domestic Sales Strategy for the Transformation of Hong Kong Enterprises” organized by the Hong Kong Economic and Trade Office in Guangdong which was held on 5 May 2011. We have made promotion for members to participate in it, with the hope that Hong Kong enterprises were able to understand through the seminar the supporting measures of the mainland government for the transformation of enterprises in respect of domestic sales, and at the same time, had deeper understanding of the strategy in exploring the domestic sales market. On 16 May 2011, the “Seminar on the Application and Practice of Technology of Sol-gel – the Latest Nano Coating” was organized by the Hong Kong Productivity Council and Hong Kong Watch and Clock Technology Centre to introduce to members and fellow traders the latest nano coating, which included the study in applying the Sol-gel technology to the stainless steel watch band, the latest market analysis of the Sol-gel technology, and the research and development, and application of the Sol-gel technology. Diversified information for members Set up the Watch & Clock Design Depository — Hong Kong Watch Manufacturers Website of Hong Kong Watch Manufacturers Association and Electronic Platform of “Watch and Clock World” The establishment of the “Watch and Clock World” has also provided a new platform for members to proceed with information exchange, which helps to promote business. The electronic platform of the “Watch and Clock World” was officially launched in 2009 to provide one-stop services for members and fellow traders to promote business and exchange information. The number of browsers keeps on rising gradually. The website of our Association has been set up for years, with the number of browsers on the rise every year. The webpage is updated regularly to provide members with the latest Members’ information, the industry’s news, the statistic figures and promote the Hong Kong watch and clock industry by means of the webpage.
